Advisory for foreign media representatives visiting territories of the Republic of Kazakhstan temporarily closed for attendance by foreigners
This Advisory was developed for foreign media representatives who intend to visit territories of the Republic of Kazakhstan which are temporarily closed to foreigners.
The main purpose of this Advisory is to provide information on regulations for entry/exit and visiting temporary closed territories of the Republic of Kazakhstan.
Note: On May 21, 2009 an Agreement on entry regime at the complex of Baikonur spaceport (cosmodrome) was signed between the Government of the Republic of Kazakhstan and the Government of the Russian Federation. In this connection, the content of this Advisory will be revised once the agreement enters into force. Foreign media representatives will be notified by the Ministry of Foreign Affairs of the Republic of Kazakhstan by a revised Advisory.
1. Entrance of foreigners into the territories of the Republic of Kazakhstan, temporarily closed for attendance by foreigners
In accordance with the regulation of the Government of the Republic of Kazakhstan of December 12, 2008 № 1170, a list of Kazakhstan’s territories which are temporarily closed for attending by foreigners is as follows:
1. Territory of Gvardeiskiy village located in Almaty oblast and limited by the coordinates of the points of settlements: Matibulak (Roslavl) of Almaty oblast (75°16'25; 43°33'58), Matebulak of Almaty oblast (75°15'35; 43°36'9) and rail way halt Kulzhabasy of Zhambyl oblast (75°06'04; 43°34'18), which are not entitled into the closed territory – up to 2015;
2. City of Baikonur, Karmakchinskiy and Kazalinskiy districts of Kyzylorda oblast – up to 2015.
Entrance of foreigners into the territories of the Republic of Kazakhstan, temporarily closed for attendance by foreigners is authorized by the Ministry of Foreign Affairs (MFA of RK) and the Ministry of Internal Affairs of the Republic of Kazakhstan (MIA of RK).
In this connection the management of a media organization is advised to send to the MIA of RK an official request (attaching all necessary information, see part 3) seeking general permission to visit temporarily closed territories, and to the MFA of RK to get accredited by this Ministry.
Note: Foreign media representatives already accredited by the MFA of RK should also send an official letter informing the Ministry of their forthcoming visit to temporary closed territories. Please check the validity of MFA accreditation before organizing the visit to make sure not to overstay your accreditation.
Furthermore, upon the receipt of accreditation and once authorization process is completed, foreign media representatives should apply to the territorial divisions of the MIA of RK (Representation office of the MIA of RK in Baikonur city, Departments of Internal Affairs of appropriate region of the Republic of Kazakhstan – according to the places of forthcoming visit) to get passes to enter territories of the Republic of Kazakhstan, which are temporarily closed to be attended by foreigners.
Note: The authorization paper given by the MIA of RK needs to be returned to this Ministry when the visit is over.
2. Visiting the Baikonur complex
In accordance with the Provision on the Baikonur complex attendance order (clause 5) from 1995, visits to the complex by foreign representatives (delegations, foreign media representatives, specialists, etc.) is authroized by the Russian Federal Space Agency (ROSCOSMOS) in agreement with The Federal Security Service of the Russian Federation.
In accordance with clause 6 of the Provision mentioned above, registration for admission to facilities of the Baikonur complex is carried out by the Pass Office of the Federal State Company “Baikonur Federal Space Center” and by the head of the administration of the city of Baikonur.
In this connection the management of a media organization is advised to send to the ROSCOSMOS an official request (attaching all necessary information, see part 3) on the registration for admission to the objects of Baikonur complex no less than 45 days in advance.
Note: Requests on registration by the ROSCOSMOS should be sent only after receiving permission of the MIA of RK and accreditation of MFA of RK in accordance with Part 1.
3. List of information needed to be provided by persons intending to visit the territories temporarily closed for attendance by foreigners
1) Surname, name;
2) Nationality;
3) Date of birth;
4) Place of work and occupation;
5) Copy of the passport;
6) Purpose of the visit, planned activities – date/time/places;
7) Term of the visit;
8) Objects intended to visit;
9) List of the objects for photo- and video shooting (if relevant);
10) List of imported equipment;
11) State registration number and the make of auto vehicle (if relevant).
